Promises Made, Promises Kept. Bond OVersight Committee commends district's fiscal stewardship of 2020 Bond projects

With the 2020 Bond projects reaching its conclusion, the community-led Bond Oversight Committee (BOC) met for its final meeting on February 15, 2024. The BOC was appointed by Centennial School District's Board of Education to review fiscal and facility decisions and expenditures. The Committee summarized Centennial School District’s leadership of the 2020 Bond as follows: 

  • The District demonstrated strong leadership under Superintendent James Owens, Director of Business & Operations Paul Southerton, and  R&C Management Group Senior Project Manager Scott Rose for its diligent fiscal responsibility with bond dollars. Despite a challenging construction environment with inflation, supply chain issues, and labor shortages, they stayed within budget.
  • The District fulfilled its commitment to the community by successfully completing every project. It accomplished additional repairs and security enhancements through efficient cost management and a robust budget approach.
  • The Committee praised District leadership for its community-centric approach, recognizing their commitment to local contractors with 13.5% within 10 miles, 62.4% within 20 miles, and 98.2% within 30 miles of the District office receiving awarded contracts.

 

“As BOC Chair, I want to thank the Centennial Community for supporting the work of our neighbors who served on the oversight committee, ensuring responsible use of the $65 Million in property tax dollars. I commend BOC members for diligent reviews and transparent communication, and I’d like to especially recognize District leadership for navigating unforeseen financial challenges during the Covid crisis and staying within budget. Centennial leadership has demonstrated a proven model of managing bond dollars, fostering trust, and successfully exercising fiscal responsibility.” ~Rod Boettcher, BOC Chair and former CSD Board Member.

 

"We extend our gratitude to the District for successfully navigating construction-related challenges, including material delays, labor shortages, and other obstacles, particularly amidst the issues posed by the pandemic. Despite these hurdles, all projects were completed as promised within our budget, near the early pre-bond planning estimates. State matching funds allowed us to achieve additional capital improvements.” ~Claudia Andrews, BOC Representative and CSD Board Member.
